How the verdict works. The four required items are the gate: regime agreement, a favourable location, structure on your side, and a trigger. Miss any one and the state cannot pass ARMED no matter how many optional boxes are ticked — which is the whole point, because a long list of weak agreements is not the same as the four things that matter. When the regime disagrees with your direction the checklist switches to counter-trend mode and demands the full stack instead, because fading an established regime is a different trade with a different bar.
